DOLE-CAR Hosts Training on Basic Employment Services
"Our staff are our greatest assets, hence, it is imperative to invest in retooling them to ensure that they have an add-on value and can provide quality technical assistance to one of our essential partners, the PESOs," was underscored by Henry John S. Jalbuena, DOLE-CAR Regional Director in his welcome message during the opening of the week-long Basic Employment Services Training (BEST) held at the Hotel Elizabeth in Baguio City on February 13-17, 2012.

Attended by a total of 39 staff comprised of Assistant Regional Directors, Field Office (FO) Heads and Employment Focal Persons, and TSSD staff and regional employment focal persons from the Regional Offices of CAR and III including staff of BLE, the said training aimed to systematize the training of key staff on basic employment services, draw feedback on the BES modules used and training methodologies practiced and build a pool of regional and provincial trainers that will ensure the provision of quality technical assistance to PESOs.

Spearheaded by the Department's Bureau of Local Employment (BLE), discussions during the 5-day training centered around the key employment services which include the PhilJobNet, Labor Market Information, Career Guidance and Coaching, Livelihood Program, Special Program for the Employment of Students (SPES), New Jobs Fair Guidelines, PESO Institutionalization and Reintegration Program for Overseas Filipino Workers.

Said training is the first of the 7 batches that BLE hopes to organize in order to cover all the 17 Regional Offices of DOLE. This is to muster a unified understanding of the key concepts and frameworks of the various basic employment programs and enable DOLE staff to provide quality technical assistance and mentoring to PESOs.

As part of their commitment, participants from the two regions formulated Action Plans which detailed key activities and strategies that will be employed in achieving the key employment targets set by the region for the year.

"PESOs are our indispensable link to the LGUs. Find all ways and means to effectively work with them as they are our champions in pushing forward our employment agenda," concluded Maria Criselda R. Sy, Director of BLE.
