PESOs in CAR Convene for the 2012 YEPA

A high turn-out of Public Employment Service Office (PESO) Managers and staff totalling to seventy (70) participated in this year's PESO Year-End Planning and Assessment (YEPA) which was held at the Hotel Supreme on January 24-25, 2012. The participants came from partner Local Government Units (LGUs), Private Establishments (PEs) and State Colleges and Universities (SUCs) spread across the six (6) provinces and two cities of the Cordillera Administrative Region (CAR).

Spearheaded annually by the Department of Labor and Employment-Cordillera Administrative Region (DOLE-CAR), the event aimed primarily to assess the 2011 accomplishments of PESOs along their core functions of jobs referral and placement, labor market information, career coaching and implementation of other DOLE programs.

The event likewise served as a forum for PESOs to share innovative practices and experiences in effectively facilitating employment which were inputs in developing strategies to enhance program service delivery. Issues were also identified, some of which relate to needs for various trainings and competency enhancement interventions, limitations in resources, poor internet connectivity and access and the imperative for a policy support to institutionalize the PESO position and secure budgetary allocations for PESO programs.

On ways forward for the year 2012, the participants resolved to focus efforts on key areas of building Guidance Counselorsí networks and strengthening partnerships in the delivery of career guidance and coaching to high school students and their parents, firming up linkages with government agencies and private sectors for employment referral and placement, improving systems of information management related to labor market and skills-jobs registration and continuing advocacy on the use of the PhilJobNet/Skills Registry System and conduct of orientations among Local Chief Executives (LCEs) for PESO institutionalization and program support. Expansion of coverage of projects on livelihood, employment of students, skills training and emergency employment are likewise key targets of PESOs.

The event produced major documents which consisted of the 2011 Regional PESO Accomplishment, Provincial PESO Plans, PESO-CAR Federation Plan, PESO Training Plan, and Calendar of Events, all for 2012, and the Regional Directory of PESOs.

Recognition and awarding of cash incentives amounting to two thousand pesos (PhP. 2,000) each to the seventy-six (76) 'performing' PESOs of the region concluded the event including the commendation of the five (5) national finalists to the 2011 PESO Search held last October, 2011.
